Amendments, effective dates and sources
  • E-Waste (Management) Rules, 2022 (G.S.R. 801(E)), in force 1 April 2023. Schedule I (EEE items and codes), Schedule III and Schedule IV targets.
  • E-Waste (Management) Amendment Rules, 2023 (G.S.R. 61(E)), in force 1 April 2023. Checked: amends rule 16 and Schedule II only; Schedules I, III and IV unchanged.
  • E-Waste (Management) Second Amendment Rules, 2023 (G.S.R. 534(E)), in force 24 July 2023. Checked: amends rules 5, 7, 9, 14 and 16 and Schedule II (refrigerants, conversion factors, RoHS exemptions); Schedules I, III and IV unchanged.
  • E-Waste (Management) Amendment Rules, 2024 (G.S.R. 164(E)), in force 8 March 2024. Checked: amends rules 3, 9 and 15 (definitions, relaxation, EPR certificate prices); Schedules I, III and IV unchanged.
  • E-Waste (Management) Second Amendment Rules, 2024 (G.S.R. 699(E)), in force 12 November 2024. Checked: substitutes rule 23 (penalties) only; Schedules I, III and IV unchanged. Its note lists every amendment to date: G.S.R. 61(E), 534(E), 164(E).
  • Checked the MoEFCC rules page (moef.gov.in/rules-regulations-3, e-waste list last updated 27 April 2026) and the text of every amendment listed there. The note to G.S.R. 699(E) lists all earlier amendments (G.S.R. 61(E), 534(E), 164(E)). No later e-waste amendment was found on moef.gov.in, cpcb.gov.in, eprewaste.cpcb.gov.in, pib.gov.in or egazette.gov.in. None of the amendments changes Schedule I, Schedule III or Schedule IV.
  • Open item: Average life of 85 of the 106 EEE codes comes from CPCB's draft list of 21 March 2023. No final list has been published.
  • Open item: The rules do not define how years of sales operations are counted. The calculator counts the sales start year and the filing year inclusively.
  • Open item: For importers of used EEE, the rules say the obligation applies after end of life. CPCB fixes when that is on the EPR portal, so the calculator asks for the quantity reaching end of life in the filing year.

Questions about EPR targets

What is EPR for e-waste?

Extended Producer Responsibility (EPR) is a producer's duty to make sure the electronics it sells are recycled at end of life. Under the E-Waste (Management) Rules, 2022, producers register and file returns on CPCB's E-Waste EPR portal (eprewaste.cpcb.gov.in) and meet annual recycling targets by buying EPR certificates that registered recyclers generate on the portal. Treat the portal's figures as final; this calculator is a planning estimate.

What does “average life” mean?

It is CPCB's estimate of how many years an item stays in use before it becomes e-waste. Under Schedule III, this year's target is based on what you placed on the market one average life ago. For an air-conditioner with a 10-year life, the 2025-26 target uses 2015-16 sales. This calculator uses CPCB's 2016 guideline values for the 21 original items and CPCB's March 2023 draft list for the 85 items added in 2022.

When does Schedule III apply, and when Schedule IV?

Schedule IV is for producers who started selling recently, so their years of sales operations are fewer than the item's average life. Their target is 15% of 2021-22 sales for 2023-24, 20% of 2022-23 sales for 2024-25, 20% of sales two years back from 2025-26. Once the years of sales operations equal the average life, Schedule III applies: 60% in 2023-24 and 2024-25, 70% in 2025-26 and 2026-27, 80% from 2027-28, of the quantity placed on the market in the target year.

How are the metal obligations worked out?

EPR certificates are generated against key metals recovered from e-waste. CPCB's notice of 21 September 2023 gives each item's average share of gold, copper, iron and aluminium by weight. The obligation for each metal is the recycling target multiplied by that share. Copper, iron and aluminium count in full. Gold is phased in: 20% in 2023-24, 30% in 2024-25, 45% in 2025-26, 60% in 2026-27, 80% in 2027-28, 100% in 2028-29, and it stays at 100% after that.

Does the calculator cover imported used EEE and solar panels?

Not as a calculation. Importers of used electrical and electronic equipment have a 100% obligation for the quantity imported, if it is not re-exported (Schedule III, note 2). No recycling target applies to waste from solar photovoltaic panels, cells or modules.
